A vision for health, livability and community.
Healthy Living Campus planning has been a multi-year endeavor. The proposed project has undergone two major revisions based on community feedback and input from expert structural and financial consultants.
2026 Campus Plan

The proposed development would include a fully licensed Residential Care Facility for the Elderly (RCFE), offering independent living, assisted living, and specialized memory care as part of a broader continuum of care for older adults.
The project will reflect Sunrise’s resident-centered model, combining tailored care and services with an engaging lifestyle, wellness-focused programming, and the high-touch hospitality that defines the Sunrise experience. Care will be guided by individualized service plans developed in partnership with families and physicians and adjusted as needs evolve — an approach informed by more than four decades of experience supporting seniors, including those living with memory loss. Sunrise’s highly trained team members use evidence-informed practices to support each resident’s unique needs, foster meaningful engagement, and deliver a consistent, high-quality experience that integrates holistic wellness, service excellence and enriching daily programming.
2017 Initial Concept
- 2017 Initial Concept (V1) featured the addition of buildings with renovations to the existing hospital building.
- 2017 Revised Initial Concept (V2 and V3) featured changes to the orientation and height of the structures based on community feedback.
- What we heard about the 2017 concept: concerns about density, reduce building heights, minimize impacts, add more green space and accessibility, integrate with the community, create gathering spaces, and intergenerational uses.
2019 Master Plan Concept
- After learning more about structural issues with the 514 building, BCHD took a broader look at the campus with a Master Plan approach.
- The 2019 Master Plan featured a whole-campus redesign with demolition of the 514 building, added 420 Residential Care for the Elderly units, a Community Wellness Pavilion, and maximized open space.
- What we heard about the 2019 concept: reduce RCFE units, move buildings away from the eastern edge/ Torrance homes,
decrease construction time, concerns over Flagler Lane traffic, environmental impacts, and building orientation.
2020 Master Plan Concept
- The 2020 proposed plan was analyzed in the Environmental Impact Report, which:
- Reduced Residential Care for the Elderly (RCFE) units from 420 to 217, and
- Phase 1 included a youth wellness center, Program of All-Inclusive Care for the Elderly (PACE), RCFE and approximately 2.5 acres of open space.
- Phase 2 included an aquatics center, Community Wellness Pavilion and Center for Health & Fitness.
Recent News
- In May 2026, the BCHD Board of Directors approved a motion authorizing CEO Tom Bakaly to execute an Agreement to Enter into a Ground Lease with Sunrise Senior Living, which has been selected to redevelop the old hospital site and operate the Residential Care Facility for the Elderly that they will build. Also at that meeting, the Board, with the intent of prioritizing safety, made the difficult decision to approve the early termination of BCHD’s lease agreement with Silverado Beach Cities, the memory care facility located on the Campus.
- After eight years of campus planning, these moves are important steps in the evolution of the BCHD Campus, which dates back to the opening of the South Bay Hospital in 1960.
- At their April 2025 meeting, the BCHD Board unanimously approved a motion for the Center for Health & Fitness to sign a lease agreement to move the fitness center to the 510 N. Prospect Ave. building, which has an expected lifespan through 2055.
- This will require just one move of CHF (a prior plan included two moves) and keeps the facility near its current location, which has more than 3,000 members.
- Current plans call for the relocation to take place by early 2027.
- CHF’s move makes the 510 N. Prospect Ave. building part of the Healthy Living Campus, good news for our Diamond St. neighbors, who were concerned about losing green space and having construction take place next to their properties.
- In summer 2025, BCHD initiated an RFEOI (Request for Expression of Interest) process to receive new ideas and strategies to implement health-related elements as part of the Healthy Living Campus. Following months of negotiations with multiple potential partners, BCHD signed a Letter of Intent with Sunrise Senior Living in March 2026.
- As of early May, an established PACE Provider (Program for All-inclusive Care for the Elderly) is making renovations as they prepare to open a facility in the 510 N. Prospect Ave. building.
